NCA Conducts Quality Assurance Inspections at Sites in Nairobi

The National Construction Authority conducted quality assurance exercises at different sites in Nairobi on Friday, 3rd July, 2020.

The site inspections were conducted by three quality assurance teams from the Authority’s Nairobi Regional office in Nairobi’s Upper Hill, Madaraka, Nairobi West, Ngumo and South C areas. They inspected a total of thirty six (36) sites. Of the sites inspected twenty (20) were found to be non-compliant and were therefore suspended.

A fourth team undertook a joint sting operation together with officers from the National Disaster Management Unit (NDMU), National Building Inspectorate (NBI), Kenya Police and representatives from two media  houses-KTN and NTV.

They inspected three (3) sites in Kilimani, Parklands and Westlands and went further to make arrests- five (5) people from the Parklands site and four (4) people from the site in Kilimani for non-compliance to NCA suspension orders. The apprehended were booked at Parklands Police Station.

As per section 5 (2) of the National Construction Authority Act (2011), the Authority has the mandate to ensure and promote quality in the construction industry. Regular inspections are conducted on active sites to ascertain the following:

  • An NCA compliance certificate,
  • An NCA registered contractor on site,
  • A sign board showing all professionals engaged in the project,
  • Safety signage on site,
  • Personal protective equipment (PPEs) on site,
  • Sufficient hoarding and fencing and
  • Accredited skilled workers and site supervisors.

If a site fails to meet any of these conditions it is considered non-compliant and liable for suspension and is issued a suspension notice and construction works are halted.  If suspension orders are defied, then this could result in arrests, as was the case at the aforementioned sites in Parklands and Kilimani on Friday.

It is to be noted that once a site becomes compliant, a Lifting Order is issued after a quality assurance inspection has been carried out to ensure the same by an NCA Quality Assurance officer.
